The ReadWordAt function will read a word (16bit) from any position within an open file channel.
So ReadWordAt lets you randomly access any piece of data within the file.
FACTS:
* Reading none sequential pieces of data can be slow
* ReadWordAt only works with files opened with ReadFile
* Word values range from 0 to 65535
